Investment in the Periphery – Socio-Economic Development

The Company’s operational model and policy are strategically focused on peripheral areas due to the business opportunities in these regions and land availability. We aim to provide shared value to the Company, its partners, and the communities in which it operates. The shared value arises, among other things, from the direct income our partners generate from the projects, municipal tax payments, and the development of electricity infrastructure in the localities where we operate. Additionally, Doral’s activities contribute to creating extensive employment opportunities in the supply chain due to the need for a wide variety of suppliers and workers in each project.

The Business Development Department in Israel works to expand operations and create deals in kibbutzim and moshavim throughout Israel, in addition to those where we already operate. As part of the projects carried out by the Company, upgrades to electricity infrastructure have been implemented, and tens of thousands of meters of old asbestos roofs, which have the potential to cause lung diseases, have been replaced. Furthermore, Doral has established and continues to establish roofing for sports fields, enabling the community to enjoy these fields during both the hot summer months and the rainy winter months. Additionally, part of the profits from joint ventures is donated back to the local community to meet their needs, such as installing air conditioners in community centers, purchasing mobility scooters for the elderly population, and more.

The Hadarey Shean Project

Hadarey Shean is the flagship project of the Company in PV infrastructure in Israel. The project is being developed in collaboration with 11 kibbutzim from the Beit She’an Valley and consolidates a significant portion of the renewable energy facilities set to be established in the valley into one location, thereby significantly saving land resources. The project is being developed on the lands of a historic orchard that is currently inactive and does not generate significant income for the kibbutzim owning the land. Changing the land use to produce renewable energy will upgrade the income of the partner kibbutzim. The project will cover approximately 1,900 dunams (approx. 470 acres) and is expected to produce around 170 MWp. It will include a storage facility with a capacity of 240 to 260 MWh.

The project was approved by the National Planning and Building Council (NPA) in 2020. In 2022, the component of the project intended to connect to the high voltage grid won a protective tariff in a competitive process published by the Electricity Authority. In addition, the Company acquired all the holdings of Invenergy in the project and currently holds 67% of the project (indirectly). The majority of the project, which recently received a building permit, is expected to connect to the electricity grid in various stages during 2024 and 2025.

Shean project – Simulation Hadarei
