The Mammoth Solar project in Indiana spans approximately 50,000 dunams (12,355 acres), with a total capacity estimated at 1.6 GWp, making it one of the largest solar projects globally. The first phase of the project (MWp480) has been completed and is expected to be operational by the end of 2024.

Doral’s projects typically take place in peripheral regions, which offer vast areas suitable for renewable energy. Developing facilities in these regions generates job opportunities, encourages local procurement, spurs infrastructure development, including improved access roads to projects, and contributes tax payments in those areas.

Doral places great importance on maintaining close relationships with landowners in regions where it develops projects. For every project, a dedicated person is assigned to ensure continuous communication with the landowners.

THE MAMMOTH SOLAR PROJECT IN INDIANA

In October 2021, Doral initiated the first phase of its photovoltaic project in Indiana. The Mammoth Solar Project is one of the largest solar energy projects in the United States, located in Starke and Pulaski counties1 in Indiana, a state where two-thirds of the land is agricultural. Covering an area of approximately 53.6 square kilometers,  the three phases of the Mammoth Solar Project will generate around 1.6 gigawatts (DC) and will involve an investment of approximately $1.7 billion in Indiana. This project will produce enough electricity to meet the energy needs of about 275,000 households in the Midwest annually, reducing Indiana’s reliance on fossil fuels, where, as of 2021, 58% of the electricity was generated from coal2 and 29.5% from gas.

With the launch of this flagship project in the United States, Doral conducted an economic value assessment study for Pulaski County, Indiana, where most of the project is expected to be built. The study quantified various benefits that will be created for the county and landowners, including tax revenue, local employment development, and more.

The economic value of the project to the sparsely populated area is expected to be significant – over 800 jobs during the construction phase and another 40 jobs during the site’s operation period, over $10 million in agreements with local suppliers during the site’s regular operation, economic development payments to the county totaling around $34 million, and tax payments of about $40 million over 20 years. This does not include the reduced electricity costs for the entire community, new businesses, and various public institutions in the county.

During the 2022 annual “State of the State” address, Indiana Governor Eric Holcomb highlighted the importance of the Mammoth Solar Project.

At the end of 2023, we were informed that the project is progressing faster than planned, with an expedited process expected for connecting to the PJM network and obtaining a grid connection agreement at reduced costs. Indiana South (360 MWp) and Indiana Central (720 MWp), two of the three sections of the mega-project, have entered PJM’s fast-track process and are expected to receive grid connection agreements during 2024. These projects hold building permits and signed agreements for the sale of electricity and green certificates. They will join Indiana North (480 MWp), the first part of the project, which is nearing completion and will be connected to the grid in the coming months.
